H.E. Dr. KONG Marry is a Secretary of State of the Ministry of Economy and Finance, Secretary General of the General Secretariat of the Digital Economy and Business Committee, Deputy Secretary General of Supreme National Economic Council and Deputy Secretary General of the General Secretariat of the National Council for Digital Economy and Society. His areas of expertise include ICT development, digital innovation and transformation, digital economy policy development, Fintech and business. His main roles at the Ministry involve driving reforms through the use of digital technology and platforms, developing startups and digital entrepreneurship and SMEs to go digital, and promoting innovation in financial technology (FinTech).
H.E. Dr. Kong Marry is a Chairman of the board of directors of Techo Startup Center, Secretariat Director of the Entrepreneurship Development Fund, a member of the board of trustees of Skills Development Fund, a member of Royal University of Phnom Penh, a board member of National Institute of Statistics, and a state financial controller for Cambodia SME bank.
H.E. Dr. Kong Marry is leading a number of working groups in the Ministry and in the government as well, where he serves as Chairman of the technical working group of the Ministry of Economy and Finance’s Information Technology Council, Chairman of the inter-ministerial working group to prepare E-Service for Business, Chairman of the inter-ministerial technical working group for implementing the e-KYC system, Chairman of Digital Technology and Enterprise for Rural Value Chains Unit of the Sustainable Assets for Agriculture Markets, Business and Trade (SAAMBAT) project, Chairman of Project Steering Committee, Permanent Vice-Chair of the Digital Economy Policy Framework working group, and Vice-Chair of the Inter-Ministerial Working Group in charge of studying the imposition of value-added tax on foreign tourists.
H.E. Dr. Kong Marry obtained his Master’s and Doctoral Degrees in Telecommunications Technology and Information Technology from Waseda University, Japan, Bachelor’s Degree in Business Administration from the National University of Management, and is an associate member of the Council of Academicians of the Royal Academy of Cambodia.
H.E. Dr. Nguonly Taing is the Director General of the General Department of Digital Economy at the Ministry of Economy and Finance (MEF), where he leads and coordinates the implementation of Cambodia’s digital economy under MEF’s strategic framework. He also serves as the Executive Director of Techo Startup Center, contributing to the growth of the startup ecosystem and promoting digital adoption among MSMEs in Cambodia.
Over the past six years at MEF, he has played a pivotal role in shaping Cambodia's digital economy through strategic leadership, driving key initiatives such as policy formulation, digital public infrastructure development, open data advocacy for co-creation and innovation, and assisting line ministries in digitalizing public services. He is also passionate about applied research in AI and emerging technologies. Under his supervision, several notable digital products have been developed and adopted by both public and private sectors, including CamDX, CamDigiKey, Online Business Registration, CamDL, OCR API, Semantic Search API, Data-EF, and e-Invoicing.
H.E. Dr. Nguonly Taing holds a B.Sc. in Computer Science from the Royal University of Phnom Penh, an M.Sc. in ICT from Waseda University, and a Ph.D. in Computer Science from Dresden University of Technology.
Her Excellency Marina Phal is currently holding a position at the General Secretariat of the Digital Economy and Business Committee as a Deputy Secretary General and Deputy Chief of the Secretariat for the E-Services for Business Inter-Ministerial Working Group. Prior to this assignment, she was a Deputy Director General and Innovation Program Manager at Techo Startup Center, where she oversaw the non-technical aspect of the Technology and Innovation Department, out of which the Cambodia Data eXchange (CamDX) platform, the e-KYC and e-KYB services, and the Online Business Registration (OBR) platform are born. She handled coordination between and among public and private sectors and supervised the operational aspect of the services. Prior to this role, she also worked in the area of youth and gender.
Her Excellency is a Master’s graduate of Development Studies from Lund University, Sweden, and a Bachelor’s graduate of Sociology (Women’s and Gender Studies minor) from Pacific Lutheran University, USA.
